The University Of the State of the African Diaspora (USOAD) was created by decree by Dr. Louis-Georges Tin, Prime Minister of SOAD.  He was assisted by Dr. Laurence Buzenot, Minister of Education, and Dr. Rosa Campoalegre Septien, Rector of the University.
